Reporting Concerns & Violations
“If you don’t tell us, we don’t know about it.”
Metro Louisville Codes and Regulations Director Richard Price
“If you think we are looking into it, we aren't.”
Roadways
Our roadways are supposed safe, meaning, among other things, free of gravel, mud, and other hazards. Flaggers are to be present assisting passing motorists while they are loading and unloading equipment. Roads are to be designed for motorists, bicyclists, and pedestrians.
Contact KYTC, Metro 311, and your Metro Council member with roadway hazards.
Dangerous Roadways
This drop-off along US60 was exposed after trees were removed, creating a very dangerous situation. Temporary barriers have been implemented until a permanent barrier is installed. State roads should also be reported to KYTC.
This raised concrete curb was just installed along US60. It is incredibly dangerous for motorists, bicyclists, and has no consideration for pedestrians per the Mobility Goals of Plan 2040. This was reported to KYTC and Metro Council.
Potholes
The time of the year (or the amount of development happening in the area) will determine how quickly and efficiently potholes will be repaired. We have been told that certain roads will not be repaved until all construction is complete, which is years away. Residents have to deal with pothole patch jobs until then. Note: Winter repairs will not last long due to the cold temperatures.
Gravel in Roadway
Construction rock and debris in the roadway should be reported to Metro 311 / MSD.
Illegal Encroachment
Illegal encroachments (similar to this one on KY 1531) should be reported to Metro 311. State roads should also be reported to KYTC.
Illegal Encroachment
Illegal encroachments (similar to this one on KY 1531) should be reported to Metro 311. State roads should also be reported to KYTC.
JCPS Driving on Wrong Side of Roadway
JCPS driver turned into oncoming traffic due to the failing nature of this intersection. This concern was reported to State and Local Representatives as well as JCPS.
Mud (silt) should not be in the street. It should not be flowing into gutters or into waterways. Silt in the road is dangerous. Additionally, it eventually flows into our waterways and is dangerous to the ecosystem.
Contact MSD and your Metro Council member with flooding concerns. Include Louisville Keep Your Fork on your email.
Silt Fence Violations
Silt fences keep construction site debris contained. When not installed or maintained properly, trash and rock get into our streets and waterways, and unnecessary flooding will occur. Failing silt fences should be reported to Metro 311 / MSD.
Silt flowing into waterways
Siltation makes its way to our waterways and should be reported to Metro 311 / MSD.
Siltation flowing into waterways
Mud flowing directly into waterways should be immediately reported to MSD and copy your Metro Council member.
Siltation in Roadway
Mud and debris in the roadway should be reported to Metro 311 / MSD.
Landscaping Violations
Developers are allowed to clear a certain amount of trees and will often replant trees to replace the removed tree canopy. Occasionally these trees and shrubs will not take. All trees and shrubs that have died are to be replanted.
Contact Metro 311 and your Metro Council member with dead landscaping concerns.
Dead Landscaping
Dead trees in developments need to be reported to Metro Louisville Landscaping.
Louisville has been named one of the fastest growing heat islands in the US and it isn't improving quickly! The dwindling tree canopy is not helping matters. Approved development plans have very specific tree canopy requirements. Trees are supposed to be protected by tree protection fencing but that doesn't always happen. Occasionally, developers will clear more trees than approved. These violations will go unnoticed if the public does not inform Metro.
Contact Metro 311 and your Metro Council member with tree canopy violations.
Illegal Clearing of Tree Canopy
Landscape Plan was disregarded and the approved Tree Protection Area was illegally removed and clearly damaged. Tree Canopy Violations should be reported to Metro 311 and Metro Council.
Tree Protection Fencing violation
One development did not put any tree protection fencing up until after they had cleared the land. Another had no fencing, added it later, and then removed it again.
Clearing Concern
This was an approved Tree Protection Area, but in this case PDS said this wasn't "cleared" but "bushhogged." MSD said they will monitor the area and ensure the erosion and siltation plans are followed.
Flooding Concerns
Flooding can happen with very small storms. Some of these photos are from a 2"-3" and completely overwhelmed a newly built neighborhood.
Contact MSD and your Metro Council member with flooding concerns. Include Louisville Keep Your Fork on your email.
Improper building practices cause flooding in our streets. Flooding concerns should be reported to Metro 311 / MSD.
Illegal Signage
Signs in the right-of-way as well as any unapproved signs are in violation and should be turned into Metro 311 and PDS.
Abandoned Vehicles
Metro 311 and the Police should be notified of abandoned vehicles.
Condition of Approval

All developments have notes on their plans and will often include Binding Elements or Conditions of Approval. If these are not being followed, Metro 311 and your Metro Council member needs to be informed.
Our city must have a different plan!
Metro Louisville is depending on citizens to let them know when something is broken, not working as intended, or violations are occurring. Metro 311 is one way to notify Metro Louisville of these non-emergency problems or concerns. Another way to hold those impacting our community accountable is to submit an Open Records Request (O.R.R.).
Select the concern type (Tree Canopy, LDC Violation, Pothole); adding pictures are helpful. Submit a Metro 311 request here
After submitted (sometimes days later) you will get an email with a 311 Case number. Forward that to your metro council member.
