"the only solution was to have a traffic signal at Johnson and Shelbyville road. And we had met with the Transportation Cabinet and had multiple conversations with them as a result, but ultimately, just recently, were able to get their consent or agreement that it made sense to have a traffic signal at Johnson road and Shelbyville Road."
The LD&T conversation continues
Commissioner: "Has the state given a tacit agreement to approve a signal there?"
Applicant: "That tacit agreement is what took the time. The first time we met with Jason Richardson, KTC, about this project, we had said we have a traffic study that shows that the solution to this intersection of Johnson and Shelby Rd is a signal....But it took a while to get them to say that they did agree that it made sense to."
Commissioner: "Is it meeting warrants right now, or will meet warrants once this development is in place?"
Applicant: "It will not, per se, but KTC has said that they would approve a signal there."
Commissioner: "They will approve a signal there, even though it doesn't meet warrants?"
Office of Transportation: "I believe there's an issue with safety, and they know they need a signal in that corridor and trying to find the best location for it to be able to move people...with this development fully built out, you will not be able to access Shelbyville Road from Johnson."

The KY 1531 (Johnson Rd) / US60 intersection was predicted to fail since The Overlook at Eastwood was proposed in 2017. When 1614 Johnson was proposed, the traffic studies said it would fail. When Publix was presented, it would fail. When 2200 Eastwood-Fisherville was presented, it would fail. Every single one of these had Traffic impact Studies saying this intersection would fail. Every single one of these had residents waving the warning flag saying you are approving these beyond capacity. Yet, every single one of these developments was approved! Now they bring developments forward and literally say, "the camel is already dead."

Traffic Concerns
LDC 6.2.4: "When the intersected street is an arterial, the distance between intersecting streets shall be at least 1,000 feet."
US60 is an arterial road. Johnson Rd and Rockcrest Way are 1,068' apart. The LDC states no additional intersections are permitted. Pulling out of either of these roads onto US60 is already a life threatening experience as drivers wait for a 3-5 second window just get onto US60.
The most recent Traffic Impact Study (TIS) states there will be nearly 1,600 vehicles traveling westbound in the morning to Johnson Rd! That's 27 vehicles every minute, basically 1 every 2 seconds. Add the 100 vehicles crossing US60 northbound or the 350 cars trying to get off Johnson Rd and US60/Johnson Rd has become a dead end street.
Clearly creating an illegal intersection!
